about hierarchy

i was making an icon that pop some sort of paper/scroll with some more icon in it.
basically player click on the icon, and the "show()" trigger, making a document sprite pop out.
then i make some more icon in the paper, so player can make choice in it, but it not even detected.
i tried take the icon inside the paper out from icon hierarchy. and it works just fine, then i try to use same code i used to hide and show the paper, it's not working anyome.
from what i understand, it's looks like the paper show up on the top of the icon, making the collision can't detect it.
i tried to swap the position, still failed.

i read about "show_on_top" on the site, but didn't quite catch it.
maybe anyone care to explain this to me?
or maybe come with a solution?
